@Oleksii-QA new forum members have a Trust Level of 0, which prevents then from sending PMs.
If you look at their profile, hit the Admin button then change their Trust Level to 1 they’ll be able to PM you.

No, this is a rare bug with mobile templates. Write if it happens again.
