The solution is, in my opinion, to set the Limit Period to 1 minute

same with Event Counter…

Once again, my preference is to leave this set to 1

As I explained in my tutorial, with your settings you have to send 2 notifications, with a 30 minute gap between them, before you will receive 1 notification.
