You’ll need a microcontroller to connect the sw420 and relay to, and that microcontroller will need to connect to the internet in some way. How you proceed will depend on the type of microcontroller and internet connection method you use.
Blynk can’t make phone calls as such. It can send notifications to a phone running the Blynk app, but that’s not a phone call.
