I created blynk local server (0.25.0) as per installation instructions in widows 7 and it is starting without any errors. when i try to create new account from my android app it is not connecting .I am using Netgear WiFi router without internet connection.For create new user i used system IPV4 IP and 8443 port .please anybody help for solve this problem.

Is the server actually running? If you close the window it will stop.
You may also need to check if your AV is blocking it.
Internet is not required as long as your phone is also connecting directly to your router via it’s WiFi AP.

I did not installed any antivirus sofware in the system .should i need any configuration to WiFi router chage as a AP if anything please reply.
I have no idea if that is your issue or not… but as long as your phone (using WiFi and NOT your cell connection), PC, and whatever microcontrollers you use all connect to the same router and thus get IP numbers that are on the same internal network, typically from the routers DHCP settings, then it should work just fine without Internet.
Generally that internal networking is what a WiFi router does automatically, with or without also acting as an Internet gateway.
However, if for some reason your router is not doing that, figuring it out is beyond the scope of this forum.
