I am not able to place the “tabs” at the top position of my screen. Is this a bug or feature?

Based on my attempts, it is dependent on having clear space (at the top) in all your tabs, before trying to move.
Thank you very much for your answer! I completely forgot to clear the top of my second tab 
No problem… I didn’t even know you could move the darn thing
