Are devices recoverable?

I searched in the docs and the forum and cannot find an answer to this question. Currently I have 3 devices on my account. If I add a device, I will then have 4 devices. If I then delete the device, will I be back to 3, or does that fourth device permanently count against my quota?

If you have 3 devices, add another so you have 4, then delete one you’ll have 3 again.
The number of devices used in the devices and billing screens will be updated from 3 to 4, then back to 3 again.

The same applies to users.
