Unlocking Webhook lock on a local server

First line states the Webhook quota limit has been reached and presumably this is your anti spam system. But all attempts to recover from the block have failed and subsequent webhook requests are coming back with the correct 200 http response code. Tried rebooting the server, logging out of the app etc but no joy.

Can you please indicate what the fix is.

You need to add webhooks.frequency.user.quota.limit=-1 to server properties.
