I admit to being a tiny bit obsessed with monitoring utility bills and gathering data on my usage patterns blow-by-blow. The main issue with putting something next to the water meter outdoors is powering it. So I used a very low power RC based RTC and ESP8266 in deepsleep mode to conserve power.
