I recommend you look to setting up your own Local Server and thus managing your own energy needs. Not to mention portability if you use a Raspberry Pi (even a ZeroW is more than sufficient) setup as an AP as well as server, in order to avoid possible university IT firewalls that might get in the way of Cloud services
