I’m not sure Blynk server is a VPS server or Cloud Server

Blynk’s Cloud Server is one they host in the cloud:
blynk-cloud.com - Quick and easy to use, never worry about. Perfect for beginners and most users.
Blynk’s Local Server is one you install, setup, manage and host however your wish… locally on your own hardware/network or in the cloud, via 3rd party paid cloud services:
https://github.com/blynkkk/blynk-server - You do all the setup and worrying about how to keep it updated and online. More for advanced users who like extra work 
Functionally, they operate much the same way.
